Population Health Impact Assessment
The Population Health Impact Assessment (PHIA) is an analysis of procedures, methods, and tools used to identify the probable effects of a functional objective on the health of a population within its area of influence.
Projects and/or activities that may require such a study are defined in accordance with Article 11 of Order 119/2014.
KVB is authorized by the National Institute of Public Health to prepare studies assessing the impact of public or private projects on population health, holding the Certificate of Competence for Impact Study Preparation No. 13/2011.2024 .
What Is the Purpose of PHIA?
The purpose of PHIA is to identify and assess the direct and indirect effects of a project or activity on population health. This evaluation considers and assesses factors such as air quality, drinking water quality, noise levels, food safety, and socioeconomic conditions.
Why Is PHIA Important?
The impact of projects and/or economic activities on population health is often underestimated. Through this evaluation, the following can be concluded:
- ]Identification and assessment of potential health risk factors from the environment and discomfort factors for the population;
- ]Recommendations of mandatory measures to minimize negative effects and maximize positive ones;
- ]Protection of vulnerable groups, such as children, the elderly, or individuals with chronic conditions;
- ]Ensuring sustainable development that respects the health and safety of communities.
Steps in Conducting the PHIA Study
- Establishing the purpose and objectives;
- Documenting the basis for the PHIA study;
- General data about the location;
- Risk analysis – evaluating environmental factors (air, water, and soil quality), social factors (access to services), and economic factors (working conditions, incomes);
- Proposing measures to mitigate the impact (recommendations to prevent or reduce identified risks);
- Conclusions and recommendations.
